Abstract:
Security is considered one of the most important demands of life. Still, its most important
demands are not achieved unless it is available, as it is considered a necessity for every human
effort, individual or collective, to achieve the interests of individuals and people, if security
and safety are gone, everything is gone. Rather, life itself has no value and no meaning with
panic, terror, and the absence of security and safety. Security and safety are the pillars of
every development effort, and an expected goal for all societies of all walks of life—his day's
sustenance. There is no health, work, or movement in an unsafe environment. The
importance of research: The importance of this research is evident in 1- It studies a disturbing
social phenomenon that threatens the security and safety of society, which is the
phenomenon of security chaos, in which its members exercise power, domination, and
robbery to control the goods and capabilities of peoples. 2- The state of instability witnessed
by the Arab community is due, in the view of many, to the state of lack of security control or
what is called "security chaos". Research problem: It is represented in the escalation of
security chaos the absence of the rule of law throughout the Muslim community, the absence
of the rule of law, and the armed confrontation between factions, movements, and political
parties. Research objectives: This research aims to highlight several facts: First: A statement
of the importance of security for the individual and society, and the care of the Holy Qur’an
and the Sunnah of the Prophet in establishing and emphasizing it. Second: the deterioration
of the human security and human rights situation, and the number of victims continued to
rise. Third: Warning that the spread of this phenomenon has extremely dangerous effects.
Research Methodology: The researcher relied in his study on the analytical descriptive
approach. The first topic: definition of research terms. Definition of looseness: Al-Faltan in
the language: “The plural of Faltan. fast. a man. Faltan: energetic, bold, iron-hearted,
hastening to evil. Al-Falat: the young man who follows his whim, the free-spirited one who
does not protect himself from committing sins.” And idiomatically: the situation got out of
control because of the state of chaos.
