Institution Zakat in Thailand: A Case Study of The Management of Zakat Funds in the Four Southern Border Provinces of Thailand

Zakat Institution is one of the most important Institution in Islamic economy. Reducing the burden of the government and fulfilling social needs especially for Muslim society are always referred to as zakat's roles. In a majority Muslim countries, where Shari'ah law is applicable, zakat property is managed by professional bodies. The government Introduces Zakat Departments to collect and distribute zakat fund accordingly. In some non-Muslim countries where Muslims are minority for example Thailand, Zakat fund is managed by different bodies. At community level, Zakat fund is managed by a voluntary agency under a small unit supervised by the Mosque Committee Members (MCMs). This study attempts to investigate the perceptions of zakat recipients (the end user) and the amil (zakat collector-the implementer) on whether localization of zakat distribution would be a possible solution to address the problem of zakat management in Patani and nearby provinces, such as Narathiwat, Yala and Satul. The specific objectives of this study are to identify zakat fund management currently practised among Muslim communities in Patani and nearby provinces such as Narathiwat, Yala and Satul. Secondly to promote Thai government policy in promoting social welfare and solidarity in the community. Many studies reveal that zakat payers were not satisfied with zakat management, especially the distribution aspect. This study uses the primary data collected by Faosi Kado and Shofian Ahmad from 2016 to 2018 from the Provincial Islamic Religious Committee Councils. Several interview sessions with imam, khatib, bilal, the zakat collectors (amils) and zakat recipients in the four southern provinces of Thailand were conducted. The finding of the research indicates that the successful implementation of localization is dependent on the importance of the role of the Muslim Religious Committee Councils and the mosque, committee. Finally, this study recommends the role of the mosque should be strengthened from the outset

The purpose of this study is to examine the role of attitude, religiosity, and moral obligation on compliance behavior of income zakat in the state of Kedah, Malaysia. The quantitative method using questionnaires is used to determine significant determinants of compliance behavior of income zakat. This study provides empirical evidence that attitude, religiosity, and moral obligation have significant relationships with compliance behavior of income zakat. This study is hoped to be able to provide conclusive empirical evidence that could be used as guidance for suitable policy and actions by Kedah State Zakat Board to improve zakat collection and management in the future.

Tafsir Nur al-Ihsan is a book in the field of Quranic exegesis written by Syeikh Muhammad Sa'id bin Umar. The Muslim community has used this book as a reference to understand the meaning of the al-Quran. However, there is a tremendous amount of denunciation done towards the book by the community due to the lack of clear resources in translating verses of al-Quran, which has confused the community on the legality of the translation done in the book. Therefore, the main objective of this research is to study and detect the original resources of the writer in the Tafsir Nur al-Ihsan, and expressing how the sources are taken from the Quranic verses. The analysis of Tafsir Nur al-Ihsan used the genetic approach which Goldman publicized in studying the origin of the resources. While carrying out the research, the researcher referred to the text from Tafsir Nur al-Ihsan and Tafsir al-Baghawi and compared both texts to detect the similarities and differences. The result of the analysis proved that Syeikh Muhammad Sa'id implemented five methods; the text was referenced from Tafsir alBaghawi while finishing his work which is quoting the text, writing an abstract. removal of some of the words, adding explanation, and refuting part of the text. The research showed that Syeikh Muhammad Sa'id refers to the Tafsir al-Baghawi while creating his work to strengthen the translations written. Thus, he successfully strengthens translation when the contents of the text are parallel to the reference. However, in certain places existed a text from the Tafsir Nur al-Ihsan, which contradicts Tafsir al-Baghawi's content, which failed to strengthen the translation in a particular part of the text.

Kedah issued a religious decree making it compulsory to pay income zakat in 1997. However, the collection of income zakat amongst Muslims who have fulfilled the conditions to pay income zakat in Kedah has remained low. Some public educators in Kedah did not pay income zakat to Kedah State Zakat Board because of the perception that they could pay zakat at other zakat institution. Also, they showed a lack of confidence in the Kedah State Zakat Board's ability to manage and distribute zakat. Studies on zakat compliance have shown mixed and inconclusive evidence regarding the determinants of income zakat compliance. Therefore, this study critically analyses the influence of perception towards equity in zakat distribution, perception towards the facility, perception towards law, and perception towards service quality on compliance behavior of income zakat in Kedah, Malaysia. This study employs a quantitative approach where primary data is collected using a questionnaire instrument; data is analyzed using PLS-SEM to determine significant determinants of compliance behavior of income zakat. This study provides empirical evidence that perception towards facility and service quality has significant relationships with income zakat's compliance behavior. However, perception towards equity in zakat distribution and perception towards law are not significant determinants of compliance behavior of income zakat in Kedah. This study is hoped to provide evidence that could be used as guidance for suitable policy and measures by Kedah State Zakat Board to improve zakat collection in the future.
